I strongly have to disagree. It is not at all allowed or usual, neither here in Austria, nor in Germany. Just imagine the opposite, you have a teenage 13 year old daughter and a male swimming teacher would watch her and her class-mates when undressing or showering in the locker room. This would be a great scandal and the teacher would experience a lot of trouble. I think that boys deserve the same protection of their intimate sphere.
